Overview

To enhance EHBs’ security, Applicants, Grantees, Service Providers, Consultants, and TAs will use an identity verified Login.gov or ID.me account and two-factor authentication when logging into the EHBs starting August 28, 2025. This page walks through creating an identity verified Login.gov account and an identity verified ID.me account, as well as additional information added in the future with steps on logging in to the EHBs. 

If you have an existing Login.gov account with the same email address you use in the EHBs, you do not need to create a new account in Login.gov. However, you will need to complete the identity verification process using a state-issued Driver's License or photo ID. If you do not have a state-issued ID, you will need to create an ID.me account and complete the identity verification process using a U.S. passport.

Be sure your Login.gov or ID.me account is active and the same email address you use in the EHBs. If your account is not set up with the same email address used in the EHBs, you will need to create a new Login.gov or ID.me account.

Creating a New Login.gov Account

On the Login.gov homepage you can sign into your existing account or create a new account. 

A. Select Sign in with Login.gov to sign in if you have an existing account, to verify the account is active, or to reset your password.   

B. Select Create an Account to set up a new account.

The Create an account page provides details on setting up an account including the password and authentication methods. After reviewing the information, select Create and Account at the bottom of the page.

To create the account enter the same email address as used in the EHBs, select the preferred language, and read and accept the Rules of Use. Then select Submit.

After selecting Submit you will receive a confirmation email to the address used to create the account. select Confirm email address in the email to verify your account.

After confirming your email address, create a password. Enter your password in the Password field and select Continue. You can also view helpful tips on a strong password by selecting on the plus sign next to Password Safety tips.

Next select a primary Authentication method to be used for two-factor authentication and select Continue. The authentication method helps ensure your account is secure.

After selecting Continue you will land on a page with additional questions and setup steps based on the authentication method. Follow the prompts to complete the setup.

After completing the authentication method setup you will have the option to setup a backup method. select Add another method to setup a backup, or select Skip for now to complete your account setup.

After completing the authentication method set up you will land on Your Account page and your account is created. You can add or edit any information as needed.

Using an Existing Login.gov Account

If you have an existing Login.gov account with the same email address as used in the EHBs, enter your email address and password and select Sign in to verify your account is active.  

If your Login.gov account is not set up with the same email address used in the EHBs, follow the instructions above to create a new Login.gov account.

Completing the Identity Verification process using a Login.gov Account

Using Login.gov, you will need to complete the identity verification process using a state-issued Driver's License or photo ID. If you do not have a state-issued ID, you will need to create an ID.me account and complete the identity verification process using a U.S. passport.

After logging into your account, select Continue on the XMS page.

2Read and accept the Terms of Use then select Continue.

Choose how you would like to verify your identity.

A. To use your smart phone, confirm or enter your phone number in the Phone Number field and select Send link. Then Follow the link sent to your phone.

Note: DO NOT close the browser window you were working on.

B. To upload photos from your computer, select Upload photos.

Take or upload photos of the front and back of your state issued driver's license or photo ID then select Continue.

Review the instructions on how to take your selfie then select Take Photo. After taking or uploading your selfie, select Continue.

Enter your Social Security number in the Social Security number field and select Continue.

Review your personal information and updated as needed. Select Submit once your information is correct.

Re-enter your password and select Continue.

Confirm or enter your phone number in the Phone Number field and select Send code. Then enter the 6-digit code in the One-time code field and select Submit.

CopyDownload, or Print and store your personal key somewhere safe and mark that you have saved your personal key somewhere safe then select Continue.

Note: You will need your security key if you need to recover your account.

Finally, select Agree and continue to grant permission for Login.gov to share your identify information with XMS . Once you have completed the Identity Verification process, you will be redirected to the home page.

Creating a New ID.me Account

If you do not have a state-issued Driver's License or photo ID, you can use a U.S. Passport to complete the identity verification process through ID.me. If you already have a Login.gov account that is linked to the EHBs and currently possess a state-issued Driver's License or photo ID, you should can complete the identity verification process through Login.gov instead. Please refer to the previous instructions on how to complete this process with Login.gov.

On the ID.me homepage, select Sign in or Sign in or create account.

Select Create an ID.me account.

To create the account, enter the same email address as used in the EHBs, enter and reenter a password, and read and accept the Terms of Service and Privacy Policy. Then select Create account.

After selecting Create account, you will receive a confirmation email to the address used to create the account. Select Confirm email address in the email or enter the 6-digit code from the email to verify your account.

After completing the authentication method setup you will have the option to setup a backup method. Select Yes to setup a backup, or select No to complete your account setup.

After completing the authentication method set up you will land on the ID.me home page.

Using an Existing ID.me Account

If you have an existing ID. me account with the same email address as used in the EHBs, enter your email address and password and select Sign in to verify your account is active.  

If your ID.me account is not set up with the same email address used in the EHBs, follow the instructions above to create a new ID.me account.

Completing the Identity Verification process using an ID.me Account

After logging into your account, the Self-Service verification method will be preselected. Select Continue.

2Read and accept the XMS Terms of Use then select Continue.

On the Take photos of your identity document page:

A. Select Change document.

B. Select Upload Passport instead.

C. Confirm or enter your phone number in the Mobile Phone Number field

D. Select Continue then follow the link sent to your phone. 

Note: DO NOT close the browser window you were working on.

Review the instructions on how to take a picture of your document then select Start document upload.

Select Take Photo. After taking or uploading a photo of your U.S. Passport's photo page, select Continue.

Review the instructions on how to take your selfie then select Take Photo. After taking or uploading your selfie, select Continue.

Enter your most recent home address then select Continue.

Enter your Social Security number in the Social Security number field and select Continue.

Review your personal information and updated as needed. Once your information is correct, read and agree to the Terms of Use then select Yes.

Finally, select Allow to grant permission for ID.me to share your identify information with XMS. Once you have completed the Identity Verification process, you will be redirected to the home page.
