Overview

As of October 1, 2020, the NoA will be in the new Standard HHS Page 1 format, used by all HHS agencies to provide universal, streamlined data.  

Background

Previously, each HHS agency had their own NoA format, causing difficulty for grant recipients when managing multiple awards from different agencies. The standard page 1 of the NoA provides consistency for grant recipients and a way to digitally receive or extract NoA data from Federal grant systems, allowing data to be easily loaded into grant recipient systems/tools. 

Benefits to grant recipients and HHS include: 

  • Reduce grant recipient burden and allow for more process automation
  • Decrease complexity for grant recipients while increasing the consistency of information
  • Streamline HHS data dissemination and collection during award
  • Provide uniform external messaging from HHS aligned to data standards

FAQs on Understanding the new NoA

NoA Page 1

NoA Header

On the top of the View NoA page, you can view information about the NoA and additional information about the award. 

  1. The Notice of Award section lists the FAIN# and Federal Award Date.
  2. At the top of the page you can select to view the NoA, NoA Extension, Terms and Conditions, and Award Email. 
  3. Click Print to print the NoA.

Recipient Information

The Recipient Information fields are populated from the application or mapped from the previous NoA. 

   1. Recipient Name details are mapped from field #9 Grantee Name and Address on the previous HRSA NoA. 

   2. Congressional District is mapped from the recipient address.

   3. Payment System Identifier (ID): 

       a. For Grant NoAs this is mapped from field #18 CRS -EIN on the previous HRSA NoA.

       b. For Loan NoAs this is mapped from field #15 CRS -EIN on the previous HRSA NoA.

   4. Your organization's EIN is displayed.

   5. Your organization's Data Universal Numbering System (DUNS) is displayed.

   6. Recipient's Unique Entity Identifier (UEI) will contain a value for awards issued after October 29, 2021. If an organization does not have UEI this field will be blank and you will only see the DUNS (line #5 on the NoA) listed. 

   7. Project Director or Principal Investigator is mapped from #10 Director on the previous HRSA NoA.

   8. The Authorized Official (AO) listed to receive the NoA via email is shown. If multiple AOs are listed to receive the NoA by email, only one AO will be shown on the NoA. The AO shown is selected by the system as the first AO list (sorted by Ascending Last Name).

Federal Agency Information

The Federal Agency Information contains the contact information for the Awarding Agency and Program Official. 

   9. The Awarding Agency Contact Information is mapped from the Contacts section (OFAM/DGMO information) on the previous HRSA NoA.

   10.  The Program Official Contact Information is mapped from the Contacts section (Program Contact) on the previous HRSA NoA.

Federal Award Information

The Federal Award Information section contains details on the award such as the Award Number and Award Action Type. 

   11. The Award Number is mapped from the #4a Award Number section on the previous HRSA NoA. 

   12. The Unique Federal Award Identification Number (FAIN) is the unique ID within the Federal agency for each (non-aggregate) financial assistance award.

   13. Statutory Authority is mapped from Authorization (Legislation/Regulation) on the previous HRSA NoA. 

   14. The Federal Award Project Title is mapped from #8 Title of Project (or Program) on the previous HRSA NoA. 

   15. Assistance Listing Number is mapped from #2 Program CFDA on the previous HRSA NoA. 

   16. Assistance Listing Program Title is mapped from the #2 Program CFDA on the previous HRSA NoA. 

   17. Award Action Type is mapped from the HRSA award types.

Summary Federal Award Financial Information

The Summary Federal Award Financial Information section contains information on the Budget and Project Periods. 

   19. Budget Period Dates are mapped from #7 Budget Period on the previous HRSA NoA. 

   20. Total Amount of Federal Funds Obligated by this Action (Direct Cost Amount and Indirect Cost Amount will be blank at this time, as only cumulative amounts will show):

      a. For Grant NoAs this is mapped from #12e Amount of Financial Assistance This Action on the previous HRSA NoA. 

      b. For Loan NoAs this is mapped from #12c Amount of Financial Assistance This Action on the previous HRSA NoA. 

   21. The Authorized Carryover amount shown on page 1 of the NoA is for that award. You can find the cumulative amount for the budget period in number 32bi of the NoA (found on subsequent NoA pages). For example, if the prior award had a carryover amount of $100 and the current carryover amount is increased to $150, then the value displayed for Authorized Carryover will be $50.

   22. The Offset amount shown on page 1 of the NoA is for that award. You can find the cumulative amount for that budget period in number 32bii of the NoA (found on subsequent NoA pages). For example, if the prior award had an offset amount of $100 and the current offset amount is increased to $150, then the value displayed for Offset will be $50.

   23. Total Amount of Federal Funds Obligated the Budget Period shows the funds obligated in the current budget period. 

   24. The Total Approved Cost Sharing or Matching, where applicable:

      a. For Grant NoAs this is mapped from #11qi Less Non-Federal Share on the previous HRSA NoA. 

      b. For Loan NoAs this is mapped from #11ai Less Non-Federal Share on the previous HRSA NoA. 

    25. Total Federal and Non-Federal Approved This Budget Period:

      a. For Grant NoAs this is mapped from #11q Total Approved Budget on the previous HRSA NoA. 

      b. For Loan NoAs this is mapped from #11a Total Approved Budget on the previous HRSA NoA. 

   26. Project Period Dates show the project period start date of when the current project period started. The previous HRSA NoA project period displayed the grant period. 

      a. For Loan NoAs the end date will show TBD. 

      Example: Previous NoA Project Start Date 10/1/1993 - End Date 3/31/2023

                             New NoA Project Start Date 4/1/2020 - End Date 3/31/2023

   27. Total Amount of Federal Award Including Approved Cost Share or Matching this Project Period will show the cumulative amount of Federal funds awarded to date, as well as the non-federal share. 

   28. Authorized Treatment of Program Income is mapped from #15 Program Income on the previous HRSA NoA. 

   29. Grants Management Officer - Signature will show the GMO name and date of signature on the award.

Remarks

   30. The Remarks section shows any comments added to the NoA.

Download NoA in Machine-Readable (json) Format

   31. From the Grant Folder, select Award History from the left menu.

   32, From the Options column, click the drop-down arrow and select Download NoA to download the json file.

Access NoA through Web API

External Organizations who need access to EHBs NoA Web API should have one-time client registration done using their organization DUNS within EHBs. For additional information on registering and accessing the API, view the EHBs NoA Web API Documentation.

Note: Users who are already registered will not need to reregister.
