The Structured Technical Assistance Report, STAR, Module allows Experts, Vendors and BPHC staff to collaboratively prepare, edit, review and approve TA Reports in a structured electronic report format within the EHB.

Overview

The Structured Technical Assistance Report (STAR) module improves the site visit TA Report documentation and review process.  The STAR is applicable to site visit Technical Assistance (TA) Reports for BPHC H80 Operational Site Visits (OSVs), look-alike OSVs, and look-alike applicant initial designation (ID) site visits.

STAR enables Experts and BPHC staff to document Operational Site Visit (OSV) TA Report findings directly within a structured electronic report template in the EHB.  Prior to the STAR module, OSV TA Reports were manually created by Experts in an MS Word document, reviewed by Vendor roles offline, uploaded manually by Experts into EHB, and then reviewed by HRSA staff as an attachment within the EHB.

With the new STAR module, Experts, Vendors and HRSA staff can collaborate and document OSV TA Report findings directly within the EHB, eliminating the need to manually upload OSV TA Reports into the EHB system and making it easier to capture data for report trend analyses.  The STAR module also eliminates the need to convert a report into a PDF, because the STAR module automatically creates a PDF version of the report once the report has been approved by the PQC.  The report PDF automatically uploads into the Site Visit Conduct module, ensuring consistency between the modules.

  • STAR Reports are prepared by Experts, and are then reviewed, in this order, by Vendor Reviewers, Vendor Editors, and Technical Assistant Reviewers (TARs). TARs then send the reports to the HRSA Project Officer (PO) for review who sends it to the BPHC Project Quality Controllers (PQCs) for approval.  Each role can send it back to the previous role for change requests as needed.
