External EHBs Login Process Overview

This page provides details for Applicants, Grantees, Service Providers, Consultants, and Technical Analysts to login to the HRSA Electronic Handbooks, EHBs. 

Helpful Tips!

EHBs accounts become inactive if it has been more than 18 months since you last logged in. To reactivate your account, reach out to the EHBs Help Desk.

IMPORTANT!! XMS account inactive after 60 days. link help pages: https://xms.hhs.gov/help/job-aids/help_pages.html . xmshelp@hhs.gov  get email reminders starting 5 days out so it doesn't get inactivated. terminate account after 13 months of inactivity. receive emails from xmshelp@hhs.gov after 12 months of inactivity and will see the XMS agreement to share info when you go to log in again

Applicant and Grantee

1To access the EHBs, from grants.hrsa.gov select the Applicant/Grantee card. 

2Review the warning banner and click Ok to continue to the EHBs login page.

The EHBs login page allows you to access the EHBs, contains helpful links, and important updates. 

A. From the Login.gov card select Create Login.gov Account if you not already have a Login.gov account, or select Login if you already have a Login.gov account and are ready to access the EHBs. 

Helpful Tip! Refer to the Creating a Login.gov help page for assistance creating a Login.gov account. 

B. The What's New card displays important information or updates to the EHBs. Select the message or View All to read more. 

C. The Learning and Other Links card provides helpful links to various HRSA Programs, Funding Opportunities, and the Wiki Help pages. Select a link to view more information on a specific topic. 

D. The Contact Us card displays contact information and hours for the EHBs Customer Support center. 


Select Login to access the EHBs.

2-factor - enter code and click Submit.

Note: Message will vary based on your authentication method.


XMS - XMS's role and 1st time log in and annually - agreement with XMS to share info


  1. EHBs account exists with email address, account status is active but annual agreement not signed and profile not up to date, then will see annual agreement page to sign and then profile page to continue/review. then get to homepage

EHBs account exists with email address, account status is active

if annual agreement is signed but profile not up to date, then will just see profile page



Disabled account - will see error message, reach out to help desk



6. if EHBs account not found with the email address, will land on registration/profile creation page

Service Providers


To access the EHBs, from grants.hrsa.gov select the Service Provider card. 


Review the warning banner and click Ok to continue to the EHBs login page. 


The EHBs login page allows you to access the EHBs, contains helpful links, and important updates. 

A. From the Login.gov card select Create Login.gov Account if you not already have a Login.gov account, or select Login if you already have a Login.gov account and are ready to access the EHBs.

B. The Other Links card provides helpful links to view Browser Requirements, the Wiki Help pages, and Other EHBs Portals. Select a link to view more information on a specific topic.

Consultant/Expert


To access the EHBs, from grants.hrsa.gov select the Consultant/Expert card. 


Review the warning banner and click Ok to continue to the EHBs login page. 


The EHBs login page allows you to access the EHBs, contains helpful links, and important updates. 

A. From the Login.gov card select Create Login.gov Account if you not already have a Login.gov account, or select Login if you already have a Login.gov account and are ready to access the EHBs.

  1. straight to homepage - EHBs account exists with email address, account status is active and annual user agreement is signed and profile is up to date

2. if all of the above but annual agreement not signed and profile not up to date, then will see annual agreement page to sign and then profile page to continue/review. then get to homepage

3. if annual agreement is signed but profile not up to date, then will just see profile page

4. if profile up to date but not annual agreement, will just see annual agreement

5. Disabled account - will see error message, reach out to help desk

6. if account not found, will see error message then reach out to HRSA POC to get account created











Technical Analysts (TAs)


To access the EHBs, from grants.hrsa.gov select the Technical Analyst card. 


Review the warning banner and click Ok to continue to the EHBs login page.
