General Information

This help page provides information for SAM.gov Electronic Business Point of Contact (POC) to review, approve, and reject an organization registration request, and to complete annual review for users registered to their organization. 

Reviewing Organization Registration Requests

  • Beginning January 26, 2024, all organization registration requests must be reviewed and approved to access the organization’s information in the EHBs.
  • These changes only apply to future organization registrations. Users who are already registered to an organization do not need to take any action.
  • Users with the Primary Authorizing Official (AO) privilege (users with both the ‘Manage Users’ and ‘Manage Organization Profile’ privileges) will receive a task in the EHBs to review and approve or reject registration requests for their organization(s).
  • If the organization does not have a user with Primary AO privilege, the request is sent to the SAM.gov Electronic Business POC.

Annual Review Process

  • Beginning April 26th, 2024, all users registered to an organization will go through an annual review process.
  • This is to ensure all registered users are still associated with an organization.
  • On the anniversary date of the user's registration to the organization, the user with Primary Authorizing Official (AO) privilege receives an email and a task to complete the annual review.
  • If the organization does not have a user with Primary AO privilege, the request is sent to the SAM.gov Electronic Business POC and they must create an EHBs account, if they do not already have an account, and register to the organization.
  • If the user is still with the organization, they can approve the registration, and if the user is no longer with the organization, they can remove the user from the organization.

Important!

You must make a decision on the annual review request within 30 days. If a decision is not made, the user is automatically removed from the organization.

Helpful Tips

  • Your organization must have an active account in SAM.gov.
  • Keep the Electronic Business POC and the Alternate Electronic Business POC information updated in SAM.gov.
    • Out of date information may cause issues with registration and annual review requests, resulting in removal of users from the organization.
  • Ensure your organization has a user with the Primary Authorizing Official privilege in the EHBs.
  • If your organization does not have any users with the Primary Authorizing Official role, the registration request will go to you, the Electronic Business POC or the Alternate Electronic Business POC.
    • The first user assigned as the Authorizing Official will have the Primary Authorizing Official privilege.
  • If you register to your organization in the EHBs, you are automatically approved and provided with Primary AO privilege.
    • If you do not want this privilege, assign the Manage Users and Manage Organization Profile privileges to another user, and remove the privileges from your account in the EHBs.
  • You will only receive registration and annual review requests if your organization does not have a user with Primary Authorizing Official privilege.
  • Before completing annual review you must create an EHBs account, if you do not already have an account, and register to your organization in the EHBs. Approve/Reject User Organization Request

Once an organization registration request is submitted for approval, the SAM.gov Electronic Business POC receives an email with the Organization Information, as well as a link that directs them to the request.

From the email, click Here to go to the request.

Enter your Login.gov Email Address and Password, and click Sign in

Next, enter the two-factor authentication code and click Submit.


Note: The page varies based on your authentication method.

You land on the User Organization Registration Request Page which displays see the Requestor’s information:

A. User Account Status

B. Contact Information

On the bottom of the page, you have the options to:

C. Select Approve or Reject to the registration request

If you select Approve, another mandatory field appears to Assign the Role for the grantee requestor.

If you select Reject, a mandatory field appears to provide Comments (Reason for rejection).

Confirm Request Decision

Once you confirm the requestor’s information and select your decision to Approve or Reject the request, click Confirm, on the bottom right of the page.

A success message appears to let the SAM POC know they have completed the registration request

Annual Review Process

If there is no user with Primary AO privilege in your organization, on a user's anniversary registering to your organization, you receive an email to complete the annual review. 

  • Before completing annual review you must create an EHBs account, if you do not already have an account, and register to your organization in the EHBs. For information about creating an EHBs account and registering to your organization, please review the Registration and User Account FAQs help page.
  • After creating your account and/or registering to the organization, you can complete the annual review task or assign another user in the organization the Primary AO privilege to have that user complete the review.

If you are completing the annual review, select the Tasks tab from the top navigation bar in the EHBs.

Find the Annual Review task you want to work on from the Pending Tasks List page and select Start in the Options column.

The review page displays the Name, Role, Account Status, Email Address, and Phone Number. If the user is still associated with your organization, select Approve. If the user is no longer with your organization or does not need access to the organization in the EHBs, select Remove.

Be sure to select Confirm after making your selection.

After making your decision, you can view the information from the Completed Tasks page. Find the Annual Review task and select View in the Options column.

The read-only Organization Periodic Review page displays the annual review decision details.
