GPRS Overview

HRSA supports PEPFAR to deliver on its goal of an AIDS-free generation. The Office of Global Health implements the agency’s PEPFAR activities. HRSA’s work builds on the agency’s domestic and international experience and expertise by improving outcomes along the treatment and prevention cascade for people living with HIV. HRSA works with host countries and other key partners to assess the needs of each country and design a customized program of assistance, implemented through cooperative agreement Grantees, that fits within the host country’s strategic plan for HIV/AIDS and/or the health sector. HRSA takes measures of the effectiveness of these programs using Global Post Award Reporting System also known as GPRS. Currently, the GPRS module includes one financial report, known as the Obligation and Outlay Quarterly Progress Report.

 

The programs have different funding types and funding purposes. The funding types obligated to cooperative agreement Grantees by the Office of Global Health at this time are:

    • Country Operational Plan (COP) / Regional Operational Plan (ROP): Funds for HIV/AIDS program activities that are disbursed to Grantees at the country/regional level (also known as Operating Units or OUs) based on their Country or Regional Operating Plan (COP/ROP).
    • Headquarters Operational Plan (HOP): Funds received for PEPFAR program activities that are disbursed to Grantees for implementation of special projects or activities at the central/headquarters level or across multiple OUs.
    • American Rescue Plan Act (ARPA): Funds for program activities that address the intersection of HIV/AIDS and COVID-19 needs that are disbursed to Grantees at the country/regional level and were special, one-time FY21/22 funds. (Note: No new obligations are occurring for this funding type.)

 

The GPRS consists of a Submission Module on the Grantee’s side, as well as the Review Module on the Project Officer’s (PO) side to submit and review the Obligation and Outlay Quarterly Progress Report.


Note: Enter your expenditure data on the Obligation and Outlay Report. The report labels are being updated in 2024 from 'outlay' to 'expenditure.' 

Obligation & Outlay Report

The Obligation and Outlay Quarterly Progress Report is the report submitted by the Grantee post-award to report the dollar amounts expended for each funding source for each quarter throughout the period of performance for the award.

The Obligation and Outlay Quarterly Progress Report currently requires the Grantees to report the total dollar amount approved by GHSD/PEPFAR for the funding cycle, the total dollar amount obligated by HRSA, the approved carryover amount, and the dollar amount expended for each quarter for five fiscal years by Operating Unit or HOP project. The Obligation and Outlay Quarterly Progress Report will calculate the pipeline by fiscal year based on the approved PEPFAR budget and expenditure entries. The Grantee should also enter information in the comment section about pending invoices and other expended funds that are expected to post against the reporting quarter at a later date.

Users can see the Obligation and Outlay Quarterly Progress Report broken down for each Funding Source as well as Summary Overview of dollar amounts spent for each funding source for an OU.

GPRS Submission Tasks

GPRS Submission module is the system through which the Grantee submits the Obligation & Outlay Report for a quarter. Every quarter, the EHBs creates tasks for relevant Grantees to submit the Obligation and Outlay Quarterly Progress Report. The task is due within 30 days after the end of the USG’s fiscal year quarter and the task is created by the EHBs system 30 days before it is due.

Log in to the external EHBs.

Select 'Tasks' from the top navigation bar.

Landing on the Pending Tasks - List page, identify the task – “Obligation and Outlay Quarterly Progress Report” which is prefixed with “OEQ”, and select 'Start' or 'Edit' if you have already begun working on the Progress Report, under the Options column on the right side of the screen.

You land on the Obligation and Outlay Quarterly Progress Report Status Overview page. First, review what OO forms are already there from previous quarters and determine if any need to be deleted, if they are no longer active funding sources, and no longer have a balance of funds (these might be from previous grants that carried over and need to be deleted).

Then determine what funding sources need to be added because they are not in the current list for the report.

From the Obligation and Outlay Quarterly Progress Report page, select 'Funding Source Setup' from the left navigation menu.

Complete the information on the Funding Source Setup page to add a new funding source for the Obligation and Outlay (OO) Forms. 

A. Use the drop-down lists to select the Funding Source, Operating Unit, Implementing Mechanism, and Implementing Mechanism ID. 

Note: Funding source combinations are automatically populated on the form if they were entered in previous quarters.

Note: Only one unique combination is valid for each funding source/OU/mechanism combination and must be validated by the system to allow the Obligation and Outlay Quarterly Progress Report entries. The Mechanism ID is assigned by PEPFAR, except in the case of the HOP funded mechanism, which have Mechanism IDs designated by OGH and the PO must provide this information to the Grantee. The project name (under Operating Unit) for a HOP funding source should be verified with the PO.

      • Funding Source – Choose from dropdown list (COP/ROP/HOP/ARPA)
      • Operating Unit – Choose from dropdown list (country, central, or project name)
      • Implementing Mechanism - Choose Mechanism Name and ID from the dropdown list

B. Click 'Add' to add the new funding source.

C. Click 'Delete' in the Action column to remove a Funding Source if it is no longer applicable.

D. Add additional Funding Source Details as needed and after entering all Funding Sources, click 'Continue' to save the information.

To work on the forms, from the Obligation and Outlay Quarterly Progress Report Status Overview page, select the report you wish to edit from the left navigation menu or OO Forms section. 

You can view the status for each form next to the form name on the left navigation menu or the Status column in the OO Forms section. 

    • Red x (screenshot of the red x) indicates the form is not started
    • Blue exclamation mark (Screenshot of the Blue exclamation mark)  indicates the form is in progress
    • Green check mark (Screenshot of the Green checkmark) indicates the form is complete

On the Form Page refer to the instructions at the top of the Obligation and Outlay table for information about completing the table.

A. Provide the number values (whole integers and no decimals) for funding information and expended amounts across the relevant funding cycles and fiscal quarters and years. Fields, except for the last row, can be left blank if there is not data to report. You must enter a "0" in all of the fields of the last row, even if it is not a year that you need to report on, as these fields cannot be blank or you will receive an error message.

Note: Data is automatically populated on the form if it was entered in previous quarters. Please review this data and make any necessary updates to expenditures, approved budget, HRSA obligated, and approved carryover.

B. Use the Comments field to add notes about the data.

C. Select 'Save and Continue' at the bottom right of the screen. If all required fields contain valid data, the form status updates to Complete. You will receive an error message if there is any missing data. Select Save to save your work and continue working on the report at a later date.

Note: After clicking Save and Continue, if you have multiple OO forms, you will land on the next form to complete. You can also select additional OO forms from the Status Overview page.

Landing back on the Status Overview page, once you verify the data for each form is correct and all OO forms are in Complete status, select 'Submit Progress Report' under the Submit and Print section on the bottom right of the screen.

On the Submit Report - Confirm page, you must:

A. Click the box to certify that the report is filled out accurately to the best of your knowledge

B. Click 'Confirm' to submit your report
